Bid support includes the provision of method statements and analysis and evaluation of statistical data and research to support development of an overall service strategy.
Training and development services are provided under a joint venture with ESP Advance Ltd and include a wide range of Revenues and Benefits courses, Customer Services courses and bespoke requirements.
Interim management and consultancy services are provided to both public and private sector companies and include the following service areas:
October 2000 to September 2004
As a management consultant for ESP Ltd, I worked as part of a team providing consultancy advice to Local Authorities predominantly in respect of outsourced service contracts within the Revenues and Benefits marketplace. I assisted with the contract re-tendering arrangements for a large London Borough and managed the transition for a Housing Benefits service returning to direct Local Government control.
July 1998 - August 2000
Prepared and submitted the successful in house tender for the Revenues and Benefits service under the former CCT regulations, managed the service as a DSO and implemented the Verification Framework for the Benefits service. As the Departmental Quality Manager, I maintained and developed the Quality Manual and Procedures, attended the Management Review meetings and co-coordinated the Quality Audits.
Key achievements included the third highest Council Tax collection rate in the country in 1998/9 and the processing of 96% of Benefit claims within 14 days.
December 1997 - July 1998
Managed the Revenues and Benefits service and assisted with the selection of a private sector company for a “hosted” bid.
February 1991 - December 1997
Managed the collection of local taxation for the Local Authority and assisted with the introduction of Council Tax in 1993. Also provided stakeholder liaison and training forums for key organisations within the District and managed the project team responsible for introducing the corporate electronic document management system.
