Currently supporting a major customer services transformation project in a London Borough including development and maintenance of the business case and reviewing of organisational processes and activities.
Carried out a shared service feasibility study on behalf of two large Local Authorities including a review of systems, performance, processes, finance and HR related activities and culminating in a final report submitted on time and within budget and comprising appropriate recommendations for consideration.
Project managed the effective re-tendering for the Revenues and IT Support Services at a London Borough comprising the preparation of all tender and contract documentation and tender evaluation arrangements including drafting of the Committee report recommending the preferred supplier. This was completed on time and within budget and the tender outcome resulted in significant annual revenue savings to the organisation.
Ongoing provision of bid support to commercial organisations tendering for Local Government services. This includes the writing of method statements, analysis and evaluation of statistical data and associated research to support the development of an overall service strategy as well as the preparation and submission, where required, of the overall submission.
Maintenance of Revenues and Benefits training documentation and provision of training for Local Authority personnel in Revenues, Benefits and Customer Service related matters.
Managed the implementation of a shared service project comprising the integration of three distinct and separate services at a London Borough into a single location with common systems and procedures on time and within the agreed budget. Also, successfully implemented home-working for Housing Benefit assessment staff within the agreed project timescale and budget. Carried out a process review for both Revenues and Benefits services and managed the subsidy arrangements for a London Borough ensuring accurate completion and timely submission of subsidy returns and minimisation of subsidy loss.
Prior to the above, Neil was the interim Revenues Manager at a North West London Borough where he also effectively managed the tender arrangements for the corporate banking service and merchant provider.

Management consultant for ESP Ltd providing consultancy advice to Local Authorities predominantly in respect of outsourced service contracts within the Revenues and Benefits marketplace. Assisted with the contract re-tendering arrangements for a large London Borough and managed the transition for a Housing Benefits service returning to direct Local Government control.
